This is a beautiful card that is perfect for wishing someone: Happy birthday, good luck with your new dream, missing you, etc.

I printed the design on high gloss photo paper and cut out the pieces.

I think it is very clever how the 2 'joined' balloons are raised once and then the front balloon is raised twice more.

I layered all the balloons on 1mm foam squares and the bush in the foreground on 2mm squares. I matted the finished design on black then flat stuck it to my base card. Quick and effective.
