I cut folded an A4 sheet of blue card into 3 sections. then I cut out the 3 panels and stuck them on as described.

I then trimmed the top of the card to follow the contours of the panels.

I cut out the decoupage pieces and stuck them on with foam pads. I added some 3d glaze and glitter glue to highlight areas.
