I printed the sheet onto glossy paper and cut out all the elements. I punched a hole in each of the fan pieces and inserted a gold brad and spread fan pieces evenly.
I decoupaged the rose and attached to the fan.
The whole thing was attached to my base card. To complete I added peeloff corners and happy birthday sentiment.
