I printed the sheet at a reduced size onto lightweight card and cut out the elements. I attached the base image to silver non-shed glitter card leaving a 5mm border and used DST to attach this, in turn, to my white card blank.
I added the upper layer using glue gel and finished by adding tiny white pompoms to the hats.
