Printed onto quality photo paper. I cut out all the elements. Using DST I attached topper to a pale blue large DL card. Used foam pads to attach the decoupage.
I used Diamond glitter on the top of the sentiment along the brim of his hat and the snow on the Lamp post.
I then used gold glitter on the coat buttons Buckle on hat and the flame in lantern. This is a lovely design and easy to make up.

I printed onto glossy photo card then mounted onto a light turquoise card blank using DST. I assembled the decoupage using 2mm foam pad then finished with white gems.
