I printed onto glossy photo card then mounted onto a blue card using DST. I assembled the decoupage using 2mm foam pads then finished with red gems & the matching insert.

I printed this sheet on to glossy photo paper. Attached the base image on to a large white DL card using DST, then used glue gel to add the decoupage layer.
Added gold star with glue gel, and used foam pads to add the card candi.
Finished by adding the matching insert.
