My latest series of rocker cards have eyelet cut-outs on the scalloped circle topper, with decoupage layers. The rocker itself has a scalloped edge and each card comes with a separate sheet of suitable sentiments.

I printed onto 200gsm gloss card and scored, as necessary, before cutting out. I folded the base card and added the main topper using wet glue. I then added the decoupage and sentiment using foam pads.
A fun card that is easy to make and sure to be loved by all recipients.
