I printed out all the images on matte photo paper. I used d s ape to attach the back panel to my card and d s tape for the topper.

For the decoupage I used silicone glue and to finish I used glossy accents on the bubbles to make them stand out a little.

The back panel would also make a great card topper. I love this design.
