Printed on matte photo paper, but cardstock would be fine too. I cut out the pieces and taped some cellophane under the window, scored and folded the pocket and the tag and assembled the pocket with narrow DST.

I rough-cut the button, adhered it to double stick paper, then cut it out to use to seal in the cookie.

I added a purchased 3-D sticker "cookie" to the tag. This is CUTE and could hold all manner of special edibles, not just cookies.
