Printed onto glossy photo paper, I cut out and mounted the decoupage with foam pads. I mounted onto some blue paper and then wrapped blue ribbon around the base of the topper. I added an anchor charm with a blue brad and then attached to my card blank.

A quick and easy design that great when finished.
