I printed the sheet onto good quality photo paper, then cut out the various elements. I put the main picture onto a 7"x5" card blank using DST then added the elements, including the sentiment, using 2mm foam pads.

I decided against trying to cut out the balloon strings on the first layer of decoupage. Instead I used some shiny satin blue thread which I attached using very small pieces of DST and I think it looks really effective.
