I used a base blue card with a tent fold and rounded the bottom corners. I resized the backing paper and fixed this with dst, using blue peel off borders I place this at the top and down lhs.

I stacked the topper and layered this on blue glitter fixing to the centre of the right. Finally, used three gem stones in graduating sizes in the lhs column.
