For this unusual image I used a pale blue pearlescent card blank and added the base image towards the top.

I then built up the puzzle pieces using silicone glue. If any white showed through after being cut I used marker pens to darken the edges.

I used blue peel off corners along with silver peel offs and pearl star to create a sentiment.
