So CUTE!!

I printed the file on glossy photo paper and cut out the layers.

I created the 3D look using foam pieces.

After a QUICK and EASY assembly, I matted the piece on light blue and then on red card stock before attaching it to a white card base.

I added glitter glue to accent key elements in the graphic.

The finished look is adorable!
