Printed onto Quality Gloss Photo Paper. Cut out all the elements. Attached Topper onto a White felt textured card using DST. Used foam tape and foam pads to layer the Decoupage. I stuck a crystal bling onto each Balloon.
This is an easy card to make up and I like the Sentiment, it would be nice to be 29 again.
