I cut out all parts and layered decoupage with foam tape. I used a piece of acetate behind the framed piece. Building up the outer edges with foam tape I added some silver and blue seed beads then added the frame.

I mounted on a gold mat and then a blue card. Finally a blue bow to finish...super cute card
