Pale blue card was used for the base.I matted a piece of backing paper onto silver mirri card,and stuck to the base leaving a narrow border.

The decoupage base layer was matted onto silver mirri card with foam tape,then stuck to the base card.The other decoupage was layered with foam pads.I then made a small tag with blue card, matted onto silver mirri card and stuck to the base with foam tape,and silver Happy Birthday peel offs were added.
