Print and cut the image, layered it with foam pads. I cut the 'Bingo it's your birthday' on my silhouette digital cutter but it could be done with peeloffs. I finished it with blue satin and organza ribbon

I cut out all elements and layered on a red mat and then a green card front . I added some red pearls to finish it off....
