Print out sheet onto quality paper and cut out all the pieces. Assemble topper. I then chose a blue cardstock to match the blue in the topper and made a scalloped frame. The base card is a red to match the red in the topper.

Glue the frame to the card base and the topper in the center of the frame. I added a few embellishment - half glitter pearl and pink bow.
