I USED HEAVY WHITE CARD STOCK TO PRINT THE TOPPER ON. I THEN CUT IT OUT. I USED STICKY PADS FOR THE DECOUPAGE. I GLUED A BACKGROUND TO A BLANK CARD. THEN THE TOPPER ON TOP OF THAT. I USED METALLIC PAPER FOR EVERYTHING THAT IS SILVER
