I cut the card out of double sided blue pearlescent card. For the topper, I cut the bottom 2 layers using white pearlescent card and the top layer out of the same card stock as the card.

I used foam pads to add depth to the topper.

I placed the topper to the left hand side of the card and added swirls (cup28852_198) and punched flowers.
