Opened file in Silhouette Studio business edition and cut out accordion parts with card stock and then again with patterned paper.
Glued the pattern patter on top of the card stock sections. Used wet glue to assemble card as well as cogs and clock pieces.
Per my grandson, the card is "way cool".
