Do you need a decorative piece of art that will not cost very much? The most it would cost be around $20.
Steps

Gather all materials.

Blow up a balloon. Not too big or it may pop.

Pour glue into a tray.

Get two different colors of tissue paper and tear or cut them into strips.

Place a strip of tissue paper on the balloon.

Stick your hand in the glue and rub it over the strip of paper.

Repeat that step over again until the balloon is completely covered.

Sit and let dry. It may take 1-2 days.

When dry, take a sharpie and write a Chinese symbol (it can be English if you don't know how to draw a Chinese one).

Cut a hole at the top of it.

Stick a light bulb in the hole.

Now stick a string into the bottom hand it up turn off the lights and turn on the lantern.

Tips
- It is better to cut it than to just rip it.
- Get two different colors of tissue paper so it will look better.
- When blowing up the balloon don't blow it up to big or it may burst!
Warnings
- Use very thick glue not washable.
- Make sure your lantern is fully dry before doing anything further!
- Don't use just a regular light bulb or it may catch on fire.
