Steps

Measure the wearer's waist, using some elastic tape. Make sure its not too tight, and leave a few inches free to close the skirt.

Take the party streamer of your choice, and cut off strands as long as you want your skirt to be (you may need to cut the strand of party streamer in half lengthwise).

Tie or tape the strands to your skirt or shorts.

Repeat the above instructions until you have enough strands on your skirt to satisfy your liking.

Tips
- To make this go faster, fold the piece of party streamer several times until small enough to snip once with scissors.
- Cut the line across the folds. (If you cut it the wrong way you will end up with several tiny pieces instead of two long strands.)
