Steps

Get a piece of A4 paper and cut it in half.

Roll both pieces of paper into a ball then tape it up.

Stick both of your paper balls together (the head and body). If one is bigger than the other one put the bigger one at the bottom and the little one at top.

Make little paper eyes.

Make a beak (it can be 3D if you want it to be).

Stick the beak and eyes on your head (the little ball).

That's it. Now, you have a finished the paper penguin. You may wish to paint it!
