Making a Pinata can be challenging, but there is a very easy technique that is fast and fun.
Steps

Blow up a mylar balloon

Cut newspaper strips into 1" strips.

Dip the strips into starch, store bought or homemade. For homemade, mix flour, water, milk and corn starch until a slimey yet strong substance is found.

Lay the strips in a pattern until the whole balloon is covered. Horizontally usually seems to work best. Let it dry completely and then repeat. Repeat this process four to five times.

Paint and/or decorate the pinata.

Poke a needle through the hardened shell, to release the air in the balloon, leaving room for treats.

Cut a 3-sided flap into the shell, fold it back, and then insert goodies.

Reclose the flap with extra starch or strong tape.

Drill a 1" round circle into the top of the shell. Use a piece of wood or something solid to tie the string to. Stick the piece of wood inside the pinata on top of the treats, and feed the string through the hole, allowing the string to stick out of the pinata.

Hang the pinata up. Swing, and have fun.
Tips
- The more layers you have, the stronger the pinata.
- Patience is key in making a good pinata.

- Make Sure the inside is dry before sticking treats inside!
